Most persons who want to work temporarily in Canada must
have an approved job offer and an Employment Authorization
before their arrival. It is the employer's responsibility
to have the job offer approved by the local Human Resources
Canada Centre (HRCC), which process normally includes evaluation
of available Canadian citizens or Permanent Residents who
may have the skills necessary for the employment opportunity.
If the job meets Canadian labour standards and cannot be filled
by a qualified Canadian or Permanent Resident, the Employment
Centre may approve the job offer. This entire process is known
as Job Validation. Upon receipt of an Employment Centre approved
offer, a visa officer abroad will decide if the foreign worker
qualifies for Employment Authorization. The visa officer will
assess the applicant's qualifications, education, health and
character (including a security check). If Employment Authorization
is issued, it is valid only for a specific job with a specific
employer and with a set period of time. Visitors with Employment
Authorization may not enter into Canada's educational facilities
and may not change their employment without authorization
from Citizenship and Immigration Canada. Some jobs may not
need approval or require an employment authorization. There
are many special exemptions and regulations relating to particular
types of employment in Canada. Changes of Status /Changes
to Terms and Conditions of Admission: All visitors enter Canada
with particular status (e.g.. Visitor, Student Authorization
or Employment Authorization) and under specific conditions.
Changes to Visitor status or conditions generally require
authorization from Citizenship and Immigration Canada. Extensions
to a visitor's stay in Canada, beyond the time allowed for
under their conditions of entry, require approval from Citizenship
and Immigration Canada. In addition, applications for Permanent
Resident Status cannot be made from within Canada.
